What is MCKS?

The full form of MCKS is Mobile Device Registration System. It has established with the aim to register the devices that have an electronic identity info, and to cut the connection of the devices that are contraband, stolen or have cloned and/or modified IMEI with the electronic communication network.

MCKS is intended to hinder the market of unregistered (contraband) mobile phones which causes unfair competition and loss of tax income; to minimize the problems such as failure to locate the device following a theft, and to enable the distinction between the devices that are brought to Turkish Republic of North Cyprus by legal ways and those that are brought by illegal ways by establishing systematic importing procedures. MCKS was put into service under "Regulation on Devices with Electronic Identity Information" which can be reached by everyone at link.

What devices are subject to MCKS?

All devices that have an IMEI (i.e; devices that can work through a SIM card) such as cell phones, tablet, smart meter, etc., whether they are actively used or unused and/or readily available at shops must be registered to MCKS i.e. Mobile Device Registration System. (IMEI: English: International Mobile Equipment Identity, Turkish: Uluslararası Mobil Cihaz Kodu).

In what circumstance will my device be oof, how do I know that my device is off?

If your device is not registered in MCKS, it will be off at the end of 90 days.

However, please keep in mind that it may also be off for other reasons;

• If you're a prepaid subscriber and didn't provide your information to the Operator within 90 days, then your device will be closed.

• If the device has a defect that affects its ability of making/receiving calls or using the Internet.

Even if your device show that there is reception at the end of 90 days, if it cannot receive or make calls, then it's closed.

How can I find out if my device is registered or not?

Type *#06# on your phone to see the IMEI number of your phone or visit

The "phone number" you are required to type in IMEI query page must be the phone number you use with the device you wanted to query.

If you are yet to use the device with a number, you can use another device to make a query.

If you get a message stating that "No information found for your device", or "your device is temporarily available", then your device is not registered.

If your query has returned "Open to use IMEI" or "IMEI open to use with certain subscriber number", then the IMEI number of your phone has been registered. However, if your device fresh from abroad and you didn't register it through MCKS, then IMEI of your phone will be considered as stolen and/or cloned, and closed by MCKS.

If you have bought the device at an point of sale in TRNC, you don't have to register your device, you can use it without any problem. However, you should always ask for the MCKS registration from the relevant point of sale before purchasing your device.

If you are already using your device with one of the Telsim or KKTCell GSM sim cards, the IMEI number of your device has been automatically saved to the system if you have used your device in the country before 18 April 2016.

If you have a device or devices with IMEI number that are not actively used with one of your Telsim and/or KKTCell SIM cards, you can register your device by contacting the subscriber registration center of Telsim or KKTCell operators.

What will happen if my device is not registered?

Devices that are foreign origin or domestically bought but not registered in MCKS system can be used for 90 days without registration after receiving the notification message that the device has been started to be used and/or that the device is unregistered. The device will be closed to communication if it's not registered within 90 days. The device will remain closed to communication until it's registered according to effective regulation.

How do I register my unregistered device?

If you have imported your device individually or have it with you as a passenger, the things you need to do register it to MCKS: First, obtain a pre-clearance certificate issued by BTHK, then complete the customs procedures, and then apply to Subscriber Registration Centers.

First, obtain a pre-clearance certificate from BTHK for individual usage purposes, and submit to the customs.

  • Visit the following website http://www.bthk.org/download/basvuru-formlari/FRM.022B.pdf and complete an application form and submit it.
  • 5.8 TL application fee including VAT per item can be paid in advance by a POS device during the application (cash is not accepted) or deposited to the BTHK bank account and the receipt is presented at the time of application. Bank details are as follows:

  • For devices that have technical compliance, the pre-clearance certificate for personal use is issued by BTHK.

Then, customs procedures are carried out:

  • The customs clearance is initiated, using the import pre-clearance certificate obtained from the institution. Customs officers from the Customs Directorate are also present in the BTHK building.
  • In the Customs room located in the BTHK building, a "Customs Certificate" is received, indicating that the transactions of your device have been completed and that customs duties and/or fees are paid.

Finally, your device will be registered by subscriber registration centers (AKM) of Telsim or KKTCell:

i. Application Form: It is an application form contains Name-Surname, ID and your other informations as well as IMEI informations of your device, and signed by you. Can be obtained from Subscriber Registration Centers or http://www.bthkmcks.org/wp-content/uploads/2016/09/MCKS-Bireysel-Kayit-Basvuru-formu.pdf.

ii. ID: It is an official document shows your identity informations. (Identity Card, Passport, Military or Police ID Card)

iii. Customs Certificate: It is a document that shows the customs tax and/or duties of your device that you want to register to MCKS system with Individual Application are paid.

iv. Fee Receipt: It is a document that shows the MCKS registration fee is paid. You can make the payments from the banks listed below. It is sufficient to state the IMEI number of your device in the remark section. One device registration fee is 7,52 TRY including VAT. Bank account number of the institution is specified below.

  • If you apply to the subscriber registration centers with the above mentioned documents, you will complete the MCKS registration application procedures of your device.
  • You can follow your application results from www.bthkmcks.org by SMS notifications that you will receive.

How much I will pay to register it?

Special to students: Reduction in customs tariff has been made for the students from TR and other countries who are receiving higher education in TRNC. Students who comply with the criteria will be able to benefit from this customs tariff reduction by paying customs tax of 100 TRY for once in 2 years.

For other subscribers: Customs tariffs are applied to the devices according to TRNC Customs Legislation..

If I will stay temporarily in the country (tourist, etc.), should I still register my device?

You can use your device unlimited without registration.

However, if you have started to use the mobile operator's line with a mobile communication license in TRNC, it is necessary to register the device brought from abroad to use that line. Otherwise, your device will be closed after 90 days.
